Tigran Mukuchyan

Tigran Mukuchyan is a distinguished dispute resolution specialist, widely recognized for his deep expertise and impactful career in Armenia’s legal and judicial sectors. With decades of experience as both a judge and a legal reformer, he has significantly contributed to the development of judicial institutions, legislative frameworks, and electoral processes in Armenia.

Mr. Mukuchyan served as Chairman of the RA Civil Court of Appeal from 2005 to 2007, where he provided strong leadership and handled complex civil disputes. In 2008, he became the founding Chairman of the RA Administrative Court, playing a key role in the establishment of Armenia’s administrative justice system. His efforts continued as the first Chairman of the RA Administrative Court of Appeal from 2010 to 2011, where he oversaw the development of fair and effective legal procedures in the field of administrative law.

Earlier in his career, from 2000 to 2003, Mr. Mukuchyan held the position of Deputy Minister of Justice. During this period, he led major reforms in the RA State Register of Enterprises, modernizing the legal framework for registering legal entities and entrepreneurs. His legislative expertise was further demonstrated through his advisory and coordination work with the RA National Assembly, where he contributed to the development of key legal acts. He also played a vital role in the drafting of Armenia’s Civil Code, Labor Code, Administrative Procedure Code, and Electoral Code as a member of various expert working groups.

From 2011 to 2022, Mr. Mukuchyan served as Chairman of the Central Electoral Commission of Armenia. Under his leadership, the Commission introduced a series of groundbreaking reforms aimed at increasing transparency and public trust in the electoral process. These included the implementation of Voter Authentication Devices (VADs) and live broadcasting from polling stations, initiatives that brought Armenia’s elections to new standards of integrity and public oversight.

In addition to his judicial and administrative work, Mr. Mukuchyan has been dedicated to legal education and public outreach. He lectured at the Armenian-Russian (Slavic) University from 2003 to 2004, mentoring future legal professionals. He is also the co-founder of the legal-educational television program “My Right,” which used televised trials to raise public awareness of legal rights and procedures and gained wide public recognition.

His service and achievements have been formally acknowledged through the conferral of the honorary title of State Counselor of the Third Class of Justice in 2001 and the prestigious Medal “For Services to the Motherland” in 2017, awarded for his long-standing contributions to state administration.
